MEMBERSHIP PUZZLE - BACKGROUND NOTE

STLP's Interim Committee met on Sunday 12 October to plan the year ahead leading up to the Labour Party Conference 2004.

Our resolutions to get an Inquiry debated at the 2003 Conference were ruled out of order by the Conference Arrangements Committee. This was not entirely unexpected, despite the internal crisis facing the Party, which your CLP recognised in its support for our model 2003 conference resolution.

To increase pressure on the Leader and the Party National Executive, we are planning a
pilot survey (see below). This is being done in collaboration with members of Labour Reform and Catalyst (acting in a personal capacity).

Before we circulate the questionnaire widely, the Committee agreed that we should pilot it with CLPs likely to respond to get comments about the design, and the need for clarification. If you have suggestions for additional questions which would illustrate the organisational difficulties facing many CLPs, please add them into your response.

Our intention is to submit the initial results to the NEC which meets on November 3/4.

Our Secretary Gaye Johnston will be writing to separately with a report on other decisions arising from the latest meeting of the STLP Interim Committee.
