Campaigns by Save the Labour Party and the Campaign for Labour Party Democracy to get the issue of the future leadership of the Labour Party have been ruled out of order apparently as 'unconstitutional' by the Conference Arrangements Committee.

Appeals will be lodged by the CLPs involved. In the meantime two Emergency Resolutions are being circulated to CLPs for consideration ahead of the pre-Conference deadline 12 noon Friday 22  September.

StLP issued a News Release on Wednesday 20 September while the NEC was meeting saying the Labour Party risks public ridicule if Conference is gagged over this issue. Click here for a copy.

Contemporary motions about the Leadership were submitted to the Conference Arrangements Committee ahead of the deadline at 1000 today Friday 15 September.

The StLP Contemporary Resolution has been submitted by Lancaster and Fleetwood CLP. It is intended to show how individual members of the Labour Party have it within their power to help decide the timing of the next Labour leadership election.

In addition, Isle of Wight, Luton South, Manchester Central, Nottingham South and Stoke-on-Trent Central have also submitted Leadership resolutions based on long and short Models circulated by the Campaign for Labour Party Democracy.

Support for debate is also massing. This is vital for the Priorities Ballot on Sunday 24 September.

The next hurdle is the Conference Arrangements Committee. Will it rule them in order or not? StLP expects to be able to publish the results overnight Tuesday/Wednesday 19/20 September.
CLPs have scope to table Emergency Resolutions before noon on Friday 22 September in a further effort to ensure debate on this vital issue.

The whole process is as follows:

September 2006 - CLPs meet to decide positions on Conference business.

15 September 2006 - Deadline for tabling of Contemporary Motions

22 September 2006 - Deadline for tabling of Emergency Motions

23 September 2006 - Conference Arrangements Committee office opens in Manchester

24 September 2006 - Priorities Ballot for Contemporary Motions takes place

26 September 2006 - Leader's speech in afternoon session

This service was launched following the 2005 General Election when public interest in the future Leadership of the Labour Party was first aroused.

Party Leader Tony Blair had announced immediately after the 2004 Annual Party Conference his intention to step down if Labour won a historic 3rd term before the next British General Election, expected in 2009/10.

Regular renewal of the Leader's mandate was
de facto suspended following the 1997 election when the Party's General Secretary and National Executive Committee stopped sending out nomination papers as part of the Annual Conference mailout. As a result Tony Blair's mandate as Party Leader has not been renewed since 1996.

The
Campaign for Labour Party Democracy proposed a Rule change in 2005 to clarify the procedure for Leadership elections. It will be debated at this year's Conference.

STLP publishes all resolutions sent by Labour Party branches, constituency parties, affiliates and campaigning bodies to facilitate debate and discussion.
