Constitutional amendments - AGM 2004
Proposed by STLP committee


Preamble

The aims and objectives of STLP have been endorsed by the Campaign for Socialism in Scotland, Welsh Labour Grassroots, the Labour Campaign for Open Local Government (LCOLG). In addition, the Committee has recognised the importance of members in Young Labour and Labour Students to the future of the Labour Party.

The committee co-opted members willing to represent those organisations and interests during the course of the year as far as Wales, Scotland and Youth are concerned. In addition, close links have been maintained with LCOLG through work on the
‘Umbrella Project’

Currently STLP’s membership in Wales, Scotland, local government and Youth sections is possibly too small to justify separate elections.

The Committee is therefore proposing two options for members:

Option A to increase the overall membership of the committee to eleven, of whom eight must be elected; of which at least three must be women and one must be under 27. The remaining three places will be filled by nomination: one will be nominated by Welsh Labour Grassroots, one will be nominated by the Campaign for Socialism (Scotland) and one by the Labour Campaign for Open Local Government.

Option B members could be invited to elected eleven members from whom officers and committee members with special responsibilities would be elected as per the current constitutional provisions. In addition, the current excellent gender balance is to be protected constitutionally.

Proposal

Members are, therefore, invited to vote for either:

Option A – increase committee to eleven from seven mainly by nomination

or,

Option B – increase committee to eleven from seven by election only



Constitutional amendments following adoption of Option A

Delete first paragraph headed ‘Committee’ and insert: "There shall be a committee of eleven members with power to co-opt four additional members. Eight members of the committee will be elected by annual postal ballot open to all full members and to be held immediately after the AGM, of whom at least three must be women and one of whom must be under 27 years of age at the time of the closing date for nominations."

The AGM shall elect one… to end of section unchanged.

Amend section headed 'Officers' to read

"The officers shall consist of Chair, Vice-Chair, Secretary and Treasurer plus seven committee members with power to co-opt four additional non-voting committee members."


Constitutional amendments following adoption of Option B

Delete first paragraph headed ‘Committee’ and insert: "There shall be a committee of eleven members with power to co-opt four additional members all of whom will be elected by annual postal ballot open to all full members and to be held immediately after the AGM. "

The AGM shall elect one….to end of section unchanged

Amend section headed 'Officers' to read:

"The officers shall consist of Chair, Vice-Chair, Secretary and Treasurer plus seven committee members, of which one will be responsible for liaison with Welsh Labour Grassroots, one with Campaign for Socialism (Scotland), one with Labour Campaign for Open Local Government, and one for Labour Youth and Labour Students, all with power to co-opt four additional non-voting committee members."
