| Manifesto, Conference decisions and Warwick controversy STLP at its AGM on 13 November 2004 agreed to include an invitation to the the Leadership to remember that 'A promise is a promise' in its 2004/05 work programme. This refers to an unambiguous commitment made by the Labour Party Leadership to the 1997 Conference that policy proposals agreed under the new Partnership in Power (PiP) arrangements would be honoured in future election manifestos. A model resolution was agreed through the Grassroots Umbrella Project and circulated to all CLP secretaries in the week beginning 15 November 2004.
